IV. The Banquets
Since meetings were forbidden, the reformers held dinners. There were seventy of them in the provinces and the capital in eight months, and at every one the toasts grew bolder.
If the Revolution won
By winter the banquets had become a campaign, and the campaign had become a question nobody in the government could answer.
Otherwise
The banquets were banned one after another, and by winter the campaign seemed to have run out of halls.
If the Revolution chose “Defy the ban”
The organisers said the last banquet would go ahead whatever the government said.
If the Revolution chose “Move it outdoors”
The organisers moved the last banquet into the open air, where everyone could come.
If the Law chose “Ban it”
The government banned the last banquet. It was the last thing it ever banned.
Otherwise
The government allowed the last banquet, and the court called the minister a coward.
