The Revolution
On the first of January the city swallowed the villages inside the fortifications: Belleville, La Villette, Batignolles, Vaugirard, Grenelle, Passy, Charonne and Bercy. They are full of families pushed out of the centre by the works. Organise them before the prefecture does.

The Law
Paris has twenty arrondissements now, and the eight new ones are full of the people the works displaced. Bring them under the prefecture's order: police posts, town halls, the city's tax at the gates.

IV. Twenty Arrondissements
In 1860 the city annexed the villages inside the fortifications and became twenty arrondissements, the same twenty it has today.
If the Revolution won
The new districts were organised from below. Belleville became the reddest place in Paris, and the prefecture knew it.
Otherwise
The prefecture organised the new districts as it had the old ones: a town hall, a police post, a tax at the gate.
If the Revolution chose “Make them meeting halls”
The taverns beyond the old wall became meeting halls, and the associations met there every week.
If the Revolution chose “Keep them neutral ground”
The taverns stayed neutral ground, where anyone could drink with anyone.
If the Law chose “Tax them”
The wine of Belleville paid the city's duty from then on, and Belleville did not forget.
Otherwise
The taverns were left alone, and some at the prefecture thought it a mistake.
