Prefect Maurice Garnier
Maurice Garnier is a career prefect, a lawyer by training, who came to the Prefecture of Police to modernise it and found himself in charge of a city at war with its own students. He is calm, cultivated and a little stiff, and he prefers to read a situation twice before he acts on it.
His officers are tired, insulted and frightened, and some of them want revenge for the stones. Garnier asks them, in writing and in person, for restraint, and reminds them that the city will remember what they do. Not all of them listen, and the Minister of the Interior is not sure he wants them to.
