Prefect Henri Marchetti
Henri Marchetti is a career prefect from Provence who believes in the State the way other men believe in God: it does not matter much who governs, so long as the files are kept and the trams run. When the government fled in June 1940 he stayed at his desk, and he has told himself every day since that staying was a duty.
He keeps the city fed, its hospitals open and its police paid, and he negotiates every order of the occupier down a little before he carries it out. He calls this protecting Paris. He keeps a drawer of the letters of protest he wrote and the Directorate filed, and he does not like to count how many orders he carried out anyway.
