Colonel Sarrault, Phantom Legion
Colonel Sarrault is a paratrooper who has spent most of his adult life fighting the wars of an empire that is coming apart. He has seen two of them lost, as he puts it, by politicians in Paris, and he has sworn that there will not be a third.
When the government began to talk of peace overseas, he and a few officers like him went underground. Their Phantom Legion has money from settlers, weapons from army stores and sympathisers in the police. It plants bombs in Paris to show that the State cannot protect anyone, and it means to bring that State down if it must.
