How to play
The screen and the controls
The city fills the screen, and everything you need sits around its edges.
The panels around the map show the turn, your money and your meters, the actions you have left, the orders you have given (Orders this turn), your factions (Your factions), what happened in the last turn (Last turn) and the End turn button.
A district
Click a district to open its panel: who holds it, its Unrest, its landmark and its people, the units you can see there, and the orders you can give.
A side holds a district when its influence there is 60 or more and the other side's is under 40. Otherwise the district is Contested.
When a district's Unrest is high enough, a riot can be started there (each chapter's riot order says how high), and at 90 the district riots on its own.
The fog
You do not see everything. A hidden unit shows only once it is revealed, by spies, by informants or by its own mistakes; the higher its Stealth, the harder it is to find.
