Georges Clémard, "the Tiger", wartime premier
Georges Clémard is an old radical from the Lyonnais who has spent half a century in politics bringing down governments, mostly with a single speech. He has fought for the Republic in the courts and in the papers, and the deputies who fear him far outnumber those who like him.
In 1917, with the army exhausted, strikes in the factories and rumours of treason everywhere, the President called him to power because nobody else would frighten anybody any more. He governs by decree, sleeps four hours a night under a map of the front, jails defeatists without much distinction, and judges every question by one measure: whether it brings victory closer.
