General Galliard, military governor of Paris
Galliard is a gunner and an engineer who spent his career building forts that he hoped would never be needed. He commanded the city's ring of forts when the war began, and when the government left for Bordeaux in September he was told to hold Paris as long as he could.
He held it, and has governed the city ever since: its garrison, its anti-aircraft guns, the territorial regiments of older men who guard its bridges and its munitions works. Gaunt, grey and courteous to everyone, he answers every complaint in writing within the day and every disturbance with soldiers within the hour.
