Governor Aldric Harl of the Northern Directorate
Aldric Harl is a career administrator of the Northern Directorate who governed two occupied cities before he was sent to Paris. He speaks good French, collects the city's old maps and never raises his voice. His method is simple: let the French administer the French, and hold them responsible for the result.
He keeps the Prefecture at work, the trains running and the theatres open, and he signs, without any visible feeling, the orders that ration the city, register its people and send its young men to the Directorate's factories. He believes that order is a kindness. The city has learned what his order costs.
