Baron Georges Haussier, prefect of the Seine
Georges Haussier is the son of a Rouen shipowner and spent twenty years as a prefect in the provinces, learning how to make a council vote what it had not meant to. He is enormous, tireless and entirely without doubt, and he arrived in Paris with one instruction from the emperor: air, light and straight lines.
The old centre is a maze of medieval streets where cholera returns every few summers and a barricade can close a quarter in an hour. Haussier means to cut it open. His engineers survey whole districts for demolition; his banks borrow against the value the new boulevards will create; his courts set the price of every expropriated house. Tens of thousands of families are moved out to the edges of the city, and the rents follow them.
