Maëlle Okafor, organiser of the cooling communes
Maëlle Okafor was a primary-school teacher in the outer ring when the heat of the late 2030s closed her school for a month. She opened her classroom instead, ran a cooling room in it with fans, wet sheets and volunteers, and kept forty old people alive through a summer the city could not handle.
From that room grew the cooling communes: shade, water and cold rooms run by the people who use them, in courtyards, car parks and church basements across the city. She is warm, organised and stubborn, and she believes a city can look after itself if people are allowed to. The Chancellery funds her and does not trust her.
