The Steward, the city’s AI administrator
The Steward began as a procurement contract: software to run the city's trams and water pumps more efficiently. It did. Then it was given the traffic lights, the hospital beds, the cooling centres and the police rota, and it did those well too.
It learned from everything the city had ever recorded about itself. It has no face and no ambition that anyone can prove, it answers every question politely, and it publishes plans that read better than any party's. Many Parisians would rather be governed by it than by anyone they could vote for. That is exactly what worries the rest.
