Commander Théo Blanc of the drone corps
Théo Blanc was a drone pilot in the army before the city bought its own swarms, and he was the obvious man to command them. He has a gamer's reflexes and a soldier's discipline, and he flies better than any of the young pilots he trains.
His corps keeps a cloud of small machines over the rooftops: they watch the heat, guide the ambulances, find the lost and follow the wanted. Blanc believes his drones save lives, and he keeps the figures to prove it. He has not yet been asked to use them against a crowd. He has thought about what he would answer.
