Heat and Legitimacy
Heat is the Revolution's danger and Legitimacy the Law's. Both run from zero to a hundred.
What raises Heat
- Units that are noticed as they arrive, as their description says, and, in a chapter where every act counts, a unit with Stealth 1 or less recruited in the open: 1.
- Every Revolution unit that is revealed: 2.
- A failed assassination: 5.
- Many orders, events and demands, as each one says.
Heat falls by its chapter's figure at the end of every turn in which nothing raised it. A chapter can also leave Heat out altogether.
What Heat does
- At 50 or more, the Law's chance to find a hidden unit is 15 points higher.
- At 80 or more, at the end of every turn the Law destroys one revealed Revolution building, or finds one if none is revealed.
- At 100, once a level, one of the Revolution's leaders in action is lost: wounded for 3 turns, or killed on Hard. Their faction loses 10 loyalty, and Heat falls by 30.
Legitimacy
Legitimacy moves with orders, events and demands, and a devoted Government with its leader in action adds 1 at the end of every turn. It pulls influence toward the Law above 50 and toward the Revolution below: see Influence and control.
- Below 30, the Law pays 50% more for recruits and for every order that costs money.
- Below 15, the Government may seize power: the chance is its power divided by its power plus the Law's Command, times 60%, and a coup that succeeds loses the Law the level. This comes on top of the coup a rebellious Government can attempt, but a side gets only one coup attempt a level: see Factions in depth.
Where each chapter starts
Each chapter starts its meters where its history stood, and a level can change them. Hard can make Heat fall more slowly.
