Opinion and Violence

Opinion is the mood of the city, counted from the Revolution's side. Each side also keeps a Violence Index of its own.

Opinion

Opinion runs from minus 100 to 100: above zero it favours the Revolution, below zero the Law.

  • It pulls influence in every district: Opinion divided by 30, toward the Revolution when it is above zero. See Influence and control.
  • It moves the price of recruits: at 100, the Revolution pays 50% less and the Law 50% more, and the other way round at the bottom. See Money.
  • Many objectives count it, and so does the end of the campaign.

Papers and other units move it at the end of every turn, as do orders, events and the press when it leans your way. A devoted Moderates faction makes every gain bigger, and devoted Voices make propaganda stronger: see Factions in depth.

Violence

Each side's Violence Index runs from zero to 100. Riots, assassinations, charges, artillery and other violent orders add to it, as each one says, and so do some threats. It never falls within a level.

Violence makes bad news worse: when a violent act costs its side Opinion, the loss is multiplied by one plus the side's Violence divided by 100. At 100, a violent act costs 2 times the Opinion it would cost a side with clean hands.

Between chapters, each side keeps 50% of its Violence, rounded. At the end of the campaign it weighs on the ending: see The endings.

Violent acts also move your factions' loyalty: see Factions in depth.
