Chapter 1 The Gilded Cage 1783 to 1789
Comte Hugues de Vaudray
Hugues de Vaudray bought his first office at twenty-four with his mother's dowry and has been buying silence ever since. As Lieutenant-General of Police he answers to the king alone, and he runs the city from the Châtelet with a staff of clerks, inspectors and a small army of paid informers.
He invented nothing but improved everything. Under his rule the street lanterns were relit on time, the night watch was paid, and every café of the arcades had a regular who listened more than he drank. He keeps his files close: copies of letters opened by the Cabinet Noir, names of authors, debts of courtiers. The files, people say, are why he is still in post.
