Joseph Vaucorbeil
Joseph Vaucorbeil was a notary's clerk in Le Mans until the Revolution gave him something better to do. He joined every club, spoke in few of them and remembered everything said in all of them. By 1793 he had a desk in a police committee and a box of files at home that was larger than the committee's.
He is thin, courteous and almost entirely without convictions, which he considers his great advantage. He has understood before most that every government ends, and that the men who survive the change are the ones who know what everyone else signed.

Chapter 3: The Eagle's ShadowSealed so it does not spoil the story for you.Break the seal
Joseph Vaucorbeil
Under the Consulate Vaucorbeil became minister of police, and he runs the ministry as if it were his private property, which in a sense it is. His black cabinet opens letters, his agents sit in every salon, and his files hold the past of every man in government, including the First Consul's friends.
Lamaury distrusts him and cannot do without him. Vaucorbeil serves him loyally, keeps a line open to the royalists, another to the old Jacobins and a third to the exiles in Geneva, and tells himself he is only keeping the peace. He may even believe it.
