Chapter 1: The Gilded Cage 1783 to 1789
Rules of the era
The rules that belong to this chapter on top of the game's own: what they do, with this chapter's numbers, the rules single levels add or change, its landmarks, and what Hard changes.
The chapter's rules
The price of bread
Bread costs from 1 to 5, and a level starts it at 1 unless it says otherwise. At the end of every turn, each step above 1 adds 2 Unrest to every district where workers, the poor, artisans or tanners live.
Whoever holds Les Halles moves that by 1: down when it is the Law, up when it is the Revolution. At 1, bread adds no Unrest at all. Orders, news and upgrades move the price.
Upgrades that change this rule: “Market Rumours”.
The treasury runs dry
From turn 10, the Law's base income of 70 falls by 3 every turn, but never below 30.
Years without guns
The Revolution cannot raise units that fight in the open.
At the end of every turn, each order the Revolution carried out with a unit of Strength above 2 among those it needs adds 5 Heat.
The neutral powers' districts
A neutral leader has a home: Duc de Montclair in Palais-Royal. From 70 loyalty toward a side, the leader adds 3 influence for that side in their home district at the end of every turn.
Units that court the neutral powers win over, in each district, the power of that district: Duc de Montclair in Palais-Royal, Merchants in Les Halles, Underworld in Montmartre and Church in Cité. Elsewhere it depends on who lives there: Merchants where merchants live, Church where clergy live and Underworld where smugglers live; and otherwise the Crowd.
