Rules of the era
The rules that belong to this chapter on top of the game's own: what they do, with this chapter's numbers, the rules single levels add or change, its landmarks, and what Hard changes.

The chapter's rules
The leaderless movement
The Revolution has no leaders here: each of its orders and recruits is a proposal, taken up when the turn resolves with a chance of Network out of a hundred, never under 10% and, on Hard, never over 80%. A proposal that is not taken up costs its Action Point but not its money. Moves need nobody's agreement.
Nor do these: “Lie low” and “National strike day”.
Network starts at 40 and fades by 3 at the end of every turn.
Each of these adds to it at the end of every turn: Roundabout Camp +3 and Online Group +2.
Orders move it: “Roundabout meeting” +2, “Livestream” +1 and “Boycott” +3.
Factions that act alone
At the start of every turn, each faction of the Revolution with more than 40 Power takes an action of its own, seen by both sides, in the district where most of its units stand.
The spokesmen: Opinion +1. The roundabouts: Parisians +1 toward you; Network +2. The streamers: The news channels +2 toward you. The Black Bloc: Unrest +3 in this district.
While the loyalty of the Black Bloc is under 50, they act violently instead: each Black Bloc, 2 at most, riots where it stands: Violence +5; Unrest +5 in this district; Opinion −2; Fire in this district.
With “Citizen Assemblies”, they keep calm while Network is 60 or more.
Viral clips
When the Law uses force in a district where the Revolution has a Streamer, there is a 50% chance of a viral clip, 35% on Hard: Opinion moves 15 toward the Revolution.
The Law uses force with “Arrest”, “Motorbike arrest”, “Kettle”, “Disperse” and “Clear the roundabout”.
Some make a clip likelier: “Motorbike arrest” ×2, never over 95%.
When the Revolution acts violently in sight of a camera, a Streamer of its own or a Surveillance Drone of the Law, there is a 50% chance, 65% on Hard, of a clip against it: Opinion moves 15 toward the Law.
It acts violently with “Black Bloc action” and “Night at the Arch”.
With “Viral Weekend”, a clip goes viral, no chance needed.
With “Every Phone a Camera”, the Revolution's clips go viral 70% of the time, on Hard too.
With “Defence Launchers”, 20% of the Law's uses of force injure someone: a unit of the Revolution there is weakened, and the clip can go viral even with no Streamer there.
With “Press conference” and “Televised debate”, the Law spins the story, and Opinion moves toward it: “Press conference” 3 and “Televised debate” 2.
With “Spin Doctors”, Opinion moves 1 toward the Law at the end of every turn.
With “Fact-Checkers”, the Law's spin counts 50% less.
Surveillance
Surveillance starts at 20. At the end of every turn each Surveillance Drone of the Law adds 3, and it fades by 2.
While it is above 60, Opinion moves 1 toward the Revolution at the end of every turn, and each time it rises above 60, the loyalty of Foreign powers toward the Law falls by 10.
Saturdays
With “March” and “Spontaneous march”, the Revolution marches in a district: Opinion moves 2 toward it for each Saturday Marchers unit there that is not kettled, 6 at most, and the district's Unrest rises by 3.
“March” can be given only on a Saturday, as the level's calendar sets them.
With “Act of the Nation”, every march that turn counts ×2.
With “Kettle”, the Law holds the marchers of a district in place: they cannot march for 2 turns, counting the turn of the kettle.
With “Kettling”, for 3 turns.
Rules of single levels
Rules a level adds, or the part of a chapter rule it changes.
The Great Debate
The Great Debate
The debate absorbs the Revolution's moderates: at the end of every turn, Moderates absorbed (%) rises by 1.1 for each Debate Hall of the Law, and the Power of the spokesmen falls by 0.5 for each hall, counting 3 at most.
With “Show up and argue”, the Revolution wins some back: Moderates absorbed (%) falls by 5.
With “Boycott”, a hall stands idle for 3 turns, counting the turn of the boycott.
Override
The assembly
The assembly sits every 5 turns, the first time on turn 5. Each side's votes are the power of its factions that have seats (the spokesmen and the government), plus 10 for each vote its buildings carry, plus the votes its orders bought for that sitting. The side with more votes wins the sitting; a tie goes to either, 50% each.
With “National strike day”, “Lobby the deputies” and “Whip the vote”, a side buys votes for the next sitting: 3 or 15.
With “Override”, a side passes a law without a vote: it counts as a sitting won.
Upgrades that change this rule: “Parliamentary Majority”.
Saturdays
In this level's assembly, Opinion counts as votes for the side it favours, a vote for each point.

On Hard
What changes in this chapter when it is played on Hard, on top of what Hard changes everywhere.
- Heat falls by 2 a turn instead of 3.
- When you play the Revolution, the Law starts every level with “Kettling” and “Spin Doctors”.
- the Black Bloc starts every level with 40 loyalty.
