Chapter 11: Paper Fortunes 2000 to 2010

Rules of the era

The rules that belong to this chapter on top of the game's own: what they do, with this chapter's numbers, the rules single levels add or change, its landmarks, and what Hard changes.

The chapter's rules

Market Index

Market Index starts at 100, 85 on Hard. The Law's income follows it: at 100 the Law gets all of it, and above or below it gets more or less, in proportion.

At the end of every turn, below 100 it recovers by 2; above, it falls back by 1.

A crash, which comes as news, takes from it: 40, 15 or 20.

With “Calm the Markets”, a crash takes 25% less.

With “Stimulus”, the Law's income is 15% higher while Market Index is below 80.

Orders move it: “Strike day” −2, “Calendar strike” −2, “Reassure the markets” +5, “Bailout” +30, “Too Big to Fail” +40, “Expose the bubble” −3, “Publish” −2, “Unwind the positions” −6, “Bailout with conditions” +25, “Address to the nation” +2 and “Occupy a bank” −3.

Neglect in the Ring

Neglect in the Ring is counted district by district in the outer ring. At the start: Les Bosquets 55, Bobigny 45, Saint-Denis 40, Nanterre 35, Montreuil 30, Créteil 30, Boulogne 10 and La Défense 5.

At the end of every turn it rises by 2, 3 on Hard, wherever nothing is invested: no Association Worker standing there and no renewal under way.

Units standing there move it too, at the end of every turn: Association Worker −3, Riot Police Company +5 and Anti-Crime Brigade +5.

With “Community Policing”: Anti-Crime Brigade +2 instead.

With “Urban Renewal”, the Law renews a district: Neglect in the Ring there falls by 10 at the end of every turn for 3 turns.

In a ring district, Unrest never falls below Neglect in the Ring there divided by 2, rounded down.

Orders move it: “Emergency Law” +10 and “Power-Wash” +30.

With “Neighbourhood Mediators”, riots cost the Revolution no Violence in a ring district it has organised with “Organise”.

With “Voices of the Ring”, Opinion moves toward the Revolution at the end of every turn by a point for each Youth Collective it has, 4 at most.

With “Video Surveillance”, the Law's chances to find hidden units in the inner city are 15 points higher.

The fortunes of the decade

Each fuel site held by a Union Blockade costs the Law 10 income a turn.

Every change in the loyalty of Rolling news during a turn is made ×1.5 at the end of it.

Whoever holds La Défense has the ear of Banks and employers: the loyalty of Banks and employers is 20 higher while the Law holds it.

With “Block the university”, the Revolution blocks a university.

With “Clear the campus” and “Vote to reopen”, the Law reopens one.

With “High School Blockades”, Opinion moves 2 toward the Revolution at the end of every turn while any university is blocked.

Rules of single levels

Rules a level adds, or the part of a chapter rule it changes.

Pension Autumn

Fuel supply

Fuel supply starts at 100. At the end of every turn deliveries bring back 3, and each fuel site held by a Union Blockade takes 6.

The fuel sites are Saint-Denis, Bobigny, Créteil and Nanterre.

Orders move it: “Requisition” +12.

The assembly

The assembly sits every 5 turns, the first time on turn 5. Each side's votes are the power of its factions that have seats (the left opposition and the government), plus 10 for each vote its buildings carry, plus the votes its orders bought for that sitting. The side with more votes wins the sitting; a tie goes to either, 50% each.

With “Whip the vote” and “Lobby the deputies”, a side buys votes for the next sitting: 15.

With “Force It Through”, a side passes a law without a vote: it counts as a sitting won.

The fortunes of the decade

In this level's assembly, Opinion counts as votes for the side it favours, a vote for each point.

On Hard

What changes in this chapter when it is played on Hard, on top of what Hard changes everywhere.

  • Heat falls by 2 a turn instead of 3.
  • When you play the Revolution, the Law starts every level with “Calm the Markets” and “Community Policing”.
  • News that comes only on Hard: “Another chase” (“Black October”).
